Principal Consultants
The Bidding Consultancy is led by two highly experienced Managing Partners, who bring unrivalled experience and insights from inside the public sector.
Paul Neill
Paul has extensive experience of procurement and tendering across all key industry sectors and categories of expenditure - including IT, estates, facilities management, marketing, business services, and consultancy - and major PFI/PPP and outsourcing contracts.
He has over twenty five years of procurement experience and held senior procurement roles in the NHS, local government, and in central government, where he was Procurement Director at HM Customs & Excise and the Department for Education and Skills.
Bryan Avery
Bryan's background is in contract management and outsourcing in the fields of communications, strategic and business change consultancy, estates, facilities and records management, training and recruitment.
He was a Board Director of the Treasury's Office of Government Commerce, and previously head of procurement at the Department of Trade and Industry. He has international and domestic project management experience, and worked closely with Ministers and senior officials in the centre of government.
